Who We Are
Public Performance Partners is led by President and Chief Executive Officer Hugh Quill, the former Director of the Ohio Department of Administrative Services who also served as Montgomery County Treasurer for thirteen years.
As a public servant and manager for most of his career, Quill has overseen many of Ohio’s state government back office operations, undertaken significant procurement reform initiatives at the state and local level and directed the consolidation of government functions. Quill’s 25 years of public service have allowed him to establish relationships with key business and government leaders across Ohio. He has also built a network of subject matter experts on various issues of interest to public enterprises which are reviewing and implementing ways to cut costs without harming direct service to constituents. In building and operating P3, all of these relationships and networks are a valuable resource.
