The idea to bring together public entities with a network of experts and implementers that Hugh Quill had built over a long career in public service came to him as initial budget projections were being made for the state of Ohio’s FY 2011-12 budget. Statewide, news coverage described the financial plight of many public entities from cities to community colleges around Ohio. Hugh knew that public leaders would benefit from having access to “boots on the ground” expertise to help move or initiate projects aimed at creating more efficiency in organizations and preserving vital services to constituents. In December 2010 he created Public Performance Partners (P3) to bring first-rate consulting to the business of government and public service.
Immediately prior to P3, Hugh served as director of the Ohio Department of Administrative Services and spent the thirteen years prior as Montgomery County Treasurer.
While at DAS, Hugh tackled some thorny issues such as state government procurement reform and construction reform by building bipartisan, public and private sector coalitions. He and his team attacked issues such as real estate and planning, information technology consolidation, printing center consolidations, strategic sourcing and implementation of an enterprise software solution for statewide accounting and human resources. Initiatives successfully completed while he served as director saved Ohio’s state government hundreds of millions of dollars.
Under his leadership, the State of Ohio received national recognition for efforts related to increasing the use of alternative fuels in state vehicles from the National Association of State Chief Administrators and the NAFA Fleet Management Association as well as for efforts related to reducing employee health care costs from the National Association of State Personnel Executives.
As Montgomery County Treasurer, he began the county’s Linked Deposit Program, an important public-private small business development program. Before becoming treasurer, he worked as chief deputy treasurer and also served as the county’s assistant treasurer for taxpayer services and assistant treasurer for tax delinquency.
Prior to his service in the Montgomery County Treasurer’s Office, Hugh assisted the Montgomery County Prosecutor’s Office in forming a coalition of local governments to intervene on behalf of consumers in utility rate cases, and served as a regional liaison for the Ohio Secretary of State.
Hugh is past president of the County Treasurers Association of Ohio, a former trustee of the Ohio Public Employees Retirement System, former vice-chair of the Ohio School Facilities Commission, served as the chairman for the Artemis Center for Alternatives to Domestic Violence and chairman of the Montgomery County E-Government Task Force.
